Well, the latest battle in the War Of South State Street is well underway.

This is not the first go-'round that the Werners have had with the properties at 569 S. State, but being that it has made the news, it's time to talk about it.
As a councilman, one would expect that he would be proud that a business seems to be thriving, contributing to the local economy, and providing a place for folks to convene instead of searching for opportunities in other cities and townships. Unfortunately, this is lost on Hal. The noise of garbage being emptied into a dumpster is clearly too loud for him and his family. Of course, Coe Mfg. (when they were open 24/7) was allowed to make all the noise they wanted. Same with N&S RxR.
NOW...while researching the War Of South State Street, I did some digging. Did you know police reports are public records? You do now. Start looking things up. I started researching the history of complaints from that area.
A vast majority of the complaints from 569 South State Street are coming from one of the apartments that are also located on the property. The bar owners have NO control over what happens in the apartments, and unfortunately for them (and the Werners, apparently) there is a family in one of them that just can't seem to get along.
Since Jackie's Bar & Grille opened, there' really hasn't been ANY police activity at the bar.
...unless you count a complaint from Mr. Werner where he insisted that the bar was selling beer outside of the parameters of their liquor license. Police on scene found no violations of the liquor license and no criminal activity. Hal, how did you come to suspect that they were breaking the law? Did you have any evidence to support your complaint?
...and what about the complaint from New Year's Day this year? There had been some fighting at the apartments behind the bar, so the PD had been there a couple times to get everyone chilled out. After the last call about the apartment, Mrs. Werner called in a complaint about screaming coming from outside the bar. What she didn't know was that there was a police cruiser parked across the street (not sure, but I'm guessing at D'Abates Market). The patrolman in that cruiser wrote on his report that he did not hear anything and spoke with a couple outside the bar who confirmed that there was no problem outside the bar.
The bottom line to me is that The Werner family does not seem to care about anything that happens in the city unless it is within a 500ft. radius of their own house. It's clear that he really isn't tuned in with some of the other goings-on in his own ward.
On the other hand, from two very different sources, I've been notified that Lori Dinallo and Paul Hach have both paid the place a visit. Can we call this a case of one person's bad review being GREAT for a local business?

Painesville resident Barbara Werner said she is tired of the racket her family has had to endure living next to Jackie's Sports Bar on State Street.
On Monday, Werner took a list of complaints to City Council.
"The man running the business promised us this would be a fine restaurant with an emphasis on food," Werner said. "We are now finding out that the emphasis is on alcohol."
Werner, who is the wife of Councilman Hal G. Werner, said her family has endured excessive noise from the bar, including loud music and swearing and arguing at all hours of the night.
She also said her family has been harassed by people on the bar's property and woken up by bags of beer bottles being thrown into a dumpster. Werner said she thinks the establishment lacks proper signage to direct patrons where to park.
Councilman Werner expanded on his wife's point, saying that the city should work to make sure all of its liquor establishments are operating within the law.
"All people that own liquor establishments need to show responsibility to this city and respect the laws and building codes that should echo across this city as well as this county," he said.
Council President Joseph Hada Jr. said the city would work to ensure that Jackie's and other liquor establishments operate legally.
"I'm certain our police department will be investigating that situation," Hada said.
